Ministry of Balance: Summertime Refit
Captains, fresh balance changes are arriving on the first day of summer—June 1! We've prepared adjustments for several ships, slightly nerfed Commander Johan Furstner's skills, and updated a number of ship modifications. Read on for all the details!
Ships
Dewa
- Stock torpedo damage reduced from 4,700 to 4,433
- Upgraded torpedo damage reduced from 5,200 to 4,900
Minotaur
After the recent changes to Neptune, Minotaur accidentally became a worse version of her predecessor in some aspects, so we decided she needed a buff.
- Main battery firing range increased from 15.34 to 15.55 km
- Improved AA guns: Increased the number of flak bursts and their damage

Hull HP increased from 43,300 to 48,000:
- Engine HP increased from 43,300 to 48,000
- Bow HP increased from 2,000 to 2,300
- Stock auxiliary space HP increased from 6,000 to 6,700
- Stock hull stern HP increased from 2,900 to 3,200
- Stock hull HP increased from 32,500 to 36,000
- Stock hull steering gear HP increased from 13,000 to 14,400
- Stock hull superstructure HP increased from 2,000 to 2,200
- Repair Party cooldown time reduced from 80 to 60 seconds
- Torpedo range increased from 10 to 11 km
Brindisi
- Upgraded main battery HE shell reload time reduced from 16 to 15 seconds
- Upgraded main battery SAP shell reload time reduced from 18 to 17 seconds
Venezia
Venezia has been underperforming both with her HE module and overall, so we reduced the reload time for her HE and SAP shells, increased HE and AP shell damage, and improved shell grouping to match her predecessors more closely.
- Main battery HE and SAP shell grouping increased by 2.4% (from 2.05 to 2.1 sigma)
- Maximum HE shell damage increased from 2,900 to 3,300
- Maximum AP shell damage increased from 4,800 to 5,100
- Main battery HE shell reload time reduced from 19 to 18 seconds
- Main battery SAP shell reload time reduced from 21 to 20 seconds
Zuihō
- Torpedo bomber maximum speed increased from 118 to 125 knots
- Torpedo arming time reduced from 6.5 to 6 seconds
- Chance of causing flooding increased by ~40%
- Dive bomber maximum spread reduced by 20%
- Dive bomber minimum spread reduced by 25%
AL Formidable
The previous buffs to AL Formidable landed well overall, and the only aspect we felt still needed improvement was her bomb damage.
- Maximum AP bomb damage increased from 4,200 to 4,700
- Maximum skip HE bomb damage increased from 9,000 to 9,500
Midway
Midway wasn't performing optimally, so we buffed her strongest aspects to make them stand out more.
- Maximum HE bomb damage increased from 5,000 to 5,300
- HE bomb fire-starting chance increased from 25% to 28%
Hakuryū
Like Midway, Hakuryū also underperformed, so we decided to further emphasize her strengths.
- Torpedo damage increased from 7,400 to 7,800
- Torpedo AoE damage increased from 1,000 to 1,100
- Chance of causing flooding increased by 25%
Commander Skills
Johan Furstner
Johan Furstner is still a considerably stronger Commander than Karel Doorman, so we nerfed his unique base trait and unique skill to make both Commanders more comparable in combat effectiveness and Inspiration value.
- Minister of the Navy: Fire damage caused by your cruiser's shells or bombs increased by up to 4% instead of 5%
- Risk Theory: Outgoing damage while your cruiser is undetected increased by 1/2/3/4% instead of 1.25/2.5/3.75/5%.
Ship Modifications
We're continuing to monitor the performance of modifications. With this update, we wanted to make your choices more diverse by buffing several older modifications. We also nerfed Secondary Battery Mod. 3, as it was disproportionately strong compared to other modifications in the game.
Armament Durability Mod. 1
- Main battery, secondary battery, and AA mount survivability is now increased by 75% instead of 50%.
- Maximum HP is now increased by 5% instead of being reduced by 5%.
Steering Gears Mod. 3
- Added new effect: Steering gear impairment chance is reduced by 50%.
- Added new effect: Incoming splash damage is reduced by 25%.
Propulsion Mod. 2
- Time to reach full power when accelerating is now reduced by 40% instead of 50%.
Base, Epic, and Legendary Secondary Battery Mod. 3
- Secondary battery reload time is now reduced by 15% instead of 20%.
