Legends! I am currently working on gathering as much Information as possible for you to read. Please bare in mind, it takes a bit. Game mechanics and basic information will follow as well. 

I want to keep these Wiki-Threads as clean as possible so i deactivated the comments. If I missed something, please use the discussion thread:

1. Ammunition

Before we start talking about when to use which ammunition, there is something to consider:

It's better to use the shell of the wrong type (e.g. AP against a destroyer that suddenly appears near your ship) than to start a long half-minute reload. Sub-optimal damage is better than no damage at all.

1.1. High Explosive Shells:

HE shells explode on contact with a surface. They have a significant damage-dealing potential with a high probability to cause fire or incapacitate modules.

Playing a Battleship:

vs. Destroyer:

  • In most of the Situations using HE against Destroyer is the best choice. Not only does HE do consistent damage, it also can incapacitate vital modules (or even destroy them completely) like Engine, Steering Gears, Torpedo Tubes and even Turrets. Switching to HE even when you have AP loaded only makes sense if you have enough time / you know that you are not getting rushed by a Destroyer.

vs. Cruiser:

  • Battleships should only use HE against light cruisers (British Cruiser f.e.) or angled heavy cruiser (very rarely).

vs. Battleship:

  • If an enemy Battleship is angled (it is showing you Bow or Stern) you are not able to deal consistent Damage with AP. In that case it makes sense to switch to HE. You can not only cause Fires, you also deal reliable damage to the enemy ship.

Playing a Cruiser:

vs. Destroyer:

  • HE should be used against destroyers in practically all situations.

vs. Cruiser:

  • Against other cruisers that are to far away or are angling too much use HE.

vs. Battleship:

  • Consistent HE hits and nonstop fires are a bane of battleships.

Playing a Destroyer:

vs. Destroyer:

  • Your main weapon should always be your torpedoes but HE can be very useful when fighting other destroyer or enemy capital ships. You won't do much damage against BB's f.e. but the sheer number of shells make up for that.

vs. Cruiser & Battleship:

  • HE against Cruiser & Battleship can be useful if you f.e. hit a torpedo and then try to set a fire to deal additional damage. Opening fire against a Cruiser / Battleship in a 1 vs. 1 situation is not recommended.

1.2. Armor Piercing Shells:

AP shells penetrate armor and explode inside the ship, causing significant damage to combat departments. The fuse arms if the armor is thick enough. If the armor is not thick enough the shells will overpenetrate, causing significantly less damage.

Playing a Battleship:

vs. Destroyer:

  • AP against Destroyer is not recommended. However, it's better to use a shell of the wrong type than to start a long half-minute reload.

vs. Cruiser:

  • AP should always be used against Cruiser on any ranges since angling of a cruiser will affect your AP shells to a lesser degree.

vs. Battleship:

  • AP is the most effective choice against other Battleships at point-blank and medium ranges. If you are not 100% sure that your AP shells will penetrate the enemy ship, HE shells are a better choice.

Playing a Cruiser:

vs. Destroyer:

  • AP against Destroyer is not recommended. It's better to use a shell of the wrong type than to start to reload.

vs. Cruiser:

  • AP should be used against other Cruiser if you can reliably hit their citadel at medium and close ranges; a well-aimed salvo can remove as much as half of the others cruiser's HP.

vs. Battleship:

  • If you end up in a close / medium range situation against a Battleship and you have favorable angles (broadside) AP shells can deal a lot of damage.

Playing a Destroyer:

vs. Destroyer:

  • AP shells can sometimes be used against other Destroyer because of the higher AP damage. (You are not able to destroy modules like HE shells do)

vs. Cruiser:

  • Against light cruisers AP can be used at close to mid range (depends on the caliber of your DD) to hit a citadel.
  • Against heavy cruiser AP can be used at close ranges to hit a citadel.

vs. Battleship:

  • In some situations (close range) AP can do a lot of damage to battleships.
