Ministry of Balance: Trick and Treat

Welcome to the Halloween edition of Ministry of Balance! This update, we're focusing on updating some skeletons in the closet, plus the hybrid battleship line is getting a reduction in survivability. We've also reduced the component HP of several Legendary ships—Khabarovsk, Conqueror, and Gearing—to improve their overall survivability.

Ship Changes 

Tulsa

Tulsa falls behind her peers slightly due to her reduced salvo weight, so we're improving her rate of fire and concealment.

  • Main battery reload time reduced from 5.8 to 5.2 s 
  • Detectability range by sea reduced from 12.5 to 12.35 km 
  • Detectability range by air reduced from 7.5 to 7.4 km 
  • Detectability range by sea while firing in smoke reduced from 7.14 to 7.01 km 

Carnot 

Carnot slightly falls behind her peers in damage output, so we're improving this aspect slightly.

  • Main battery reload time reduced from 25 to 24 s 
  • Main battery maximum HE shell damage increased from 4,250 to 4,800 

Albemarle

British heavy cruisers lack some survivability, so we've buffed both Albemarle and Drake's health.

Connecticut

U.S. hybrid battleships proved more survivable than intended and were problematic according to your feedback. While we aren't increasing the size of their citadels, this HP reduction will make them more vulnerable to all types of damage.

Navarin

New Soviet battleship Navarin was available for rent during the previous update. Her test period was successful, showing that she needed a slight reduction in survivability. As a result, we've reduced the effectiveness of her Repair Party consumable, but we also slightly increased its duration:

  • HP restored by the Repair Party consumable reduced from 777 to 347 per second
  • Repair Party consumable duration increased from 20 to 28 s

Racing Legends Ships

For the rerun of Racing Legends content, we're updating both Perfect 10 and Bulletproof, which were lacking in most performance metrics.

Perfect 10

  • Main battery reload time reduced from 7.5 to 7.0 s  
  • AP shell speed increased from 841 to 882 m/s  
  • Detectability range by sea reduced from 13.25 to 12.5 km  
  • Detectability range by air reduced from 7.95 to 7.65 km  
  • Detectability range while firing in smoke reduced from 6.67 to 6.34 km  
  • Torpedo reload time reduced from 96.0 to 85.0 s  
  • Torpedo speed increased from 67.0 to 70.0 kts  
  • Torpedo range reduced from 10 to 9 km  
  • Engine Boost effect on maximum speed increased from +15% to +20%   

Bulletproof 

  • Detectability range by sea reduced from 7 to 6.85 km  
  • Detectability range by air reduced from 3.51 to 3.45 km  
  • Torpedo range increased from 6 to 7.5 km  
  • Engine Boost cooldown time reduced from 180 to 120 s; effect on maximum speed increased from +8% to +20%

Legendary Tier

This trio of Legendary Tier ships were designed in an older style, with increased HP for their hit locations or subsections of the ship. This reduced their survivability to balance them against Tier VII ships, but this no longer makes sense for Legendary Tier ships. These are some of the last ships that needed updating in this area.

Khabarovsk 

  • Bow HP reduced from 4,200 to 2,800 
  • Stern HP reduced from 2,400 to 1,600 
  • Steering gear HP reduced from 9,000 to 6,800 
  • Superstructure HP reduced from 3,450 to 2,300 

Conqueror 

  • Engine HP reduced from 82,900 to 74,600 
  • Bow HP reduced from 15,750 to 5,600 
  • Casemate HP reduced from 16,500 to 5,900 
  • Stern HP reduced from 15,000 to 5,400 
  • Hull HP reduced from 62,200 to 56,000 
  • Steering gear HP reduced from 24,900 to 22,400 
  • Superstructure HP reduced from 15,000 to 5,400 

Gearing 

  • Bow HP reduced from 3,150 to 2,100 
  • Stern HP reduced from 3,000 to 2,000 
  • Superstructure HP reduced from 2,700 to 1,800 

Commander Skill Changes  

We've reviewed a few Commander skills, particularly looking at those unique to utility cruiser Commanders like Sponge and Acoustic Chamber. In addition, battleship skills "Dance with Death" and "Gyrating Drillbits" were reduced in impact due to their powerful influence on gameplay.

Acoustic Chamber 

  • Sonar cooldown time effect improved from –10/–15/–20/–25% to –13/–20/–28/–35% 
  • Number of Sonar charges increased from +1/+1/+1/+1 to +1/+1/+2/+2 

Sponge 

  • Armament HP effect improved from +4/+8/+12/+15% to +5/+10/+15/+20% 
  • Armament repair time effect improved from –4/–8/–12/–15% to –5/–10/–15/–20% 
  • Effect on incoming damage for cruisers improved from –2/–3/–4/–5% to –2/–3.4/–4.7/–6%  

By the Book 

  • Damage Control Party duration effect improved from +2/+3/+4/+5% to +4/+6/+8/+10% 
  • Damage Control Party reload time effect improved from –3/–5/–8/–10% to –5/–9/–12/–15% 
  • Special effect range improved from 1.5/2/2.75/3.5 km to 2.5/3.2/3.9/4.5 km 

Dance with Death 

  • Effect on armament reload time per 1% of HP lost reduced from –0.04/–0.08/–0.12/–0.16% to –0.03/–0.06/–0.09/–0.12% 

Gyrating Drillbits 

  • Battleship gun traverse speed effect reduced from +0.4/+0.8/+1.2/+1.5°/s to +0.3/+0.6/+0.9/+1.2°/s 
  • Battleship main gun AP shell damage effect reduced from +3/+6/+8/+10% to +2/+4/+6/+8% 
  • Negative effect on maximum battleship speed reduced from –7/–7/–7/–10% to –7/–7/–7/–7% 

Fully Packed 

  • Special effect on consumable cooldown time reduced from –30% to –20% 

Commander Günther Lütjens 

  • Base Trait: Gimlet 
    • Increase in cruiser's main gun AP shell damage improved from +0.25 to +0.3% min and from +5 to +6% max 
  • Unique skill: Loyalty to the Navy 
    • Increase in cruiser's main battery shell grouping when shooting at destroyers improved from +1.5/+2/+2.5/+3% to +2/+2.6/+3.3/+4% 
    • Increase in cruiser's main battery shell grouping when shooting at cruisers improved from +1.5/+2/+2.5/+3% to +2/+2.6/+3.3/+4% 
    • Increase in cruiser's main battery shell grouping when shooting at battleships improved from +2.5/+4/+5.5/+7% to +3/+4.6/+6.3/+8% 

New Ribbon and Medal 

Starting with this update, you can earn the new "Assisted" ribbon by inflicting any amount of damage to an enemy vehicle within 30 s before it sinks. This ribbon awards you 1/4 of the credits and experience you would receive from a "Destroyed" ribbon. 

Additionally, to reward players who frequently assist their allies, we've introduced the new "Helping Hand" medal. To get it, you must earn five "Assisted" ribbons in one battle.
