Ministry of Balance: Back to the Naval Academy

Last time, we made balance changes to plenty of ships, and now it's time to revise some Commander skills that definitely need it. Check out this new report from the field of rebalancing, which aside from Commander skills, also includes changes to a few ships and some other minor updates. 

Common Commander Skills 

No-Fly Zone 

  • Ship's average AA damage per second is now increased by 4/8/12/15% instead of 3/6/8/10%. 

Contact Is Imminent  

  • Torpedo speed is now increased by 2/3/4/5 knots instead of 1/2/3/4 knots.  

Crisscross  

  • Battleship gun traverse speed is now increased by 0.4/0.8/1.2/1.5°/s instead of 0.3/0.6/0.9/1.2°/s. 
  • Cruiser gun traverse speed is now increased by 0.5/1.0/1.5/2.0°/s instead of 0.3/0.6/0.9/1.2°/s. 
  • Destroyer gun traverse speed is now increased by 2/3/4/5°/s instead of 0.8/1.6/2.4/3.2°/s. 

Glass Cannon 

  • Added a new effect: Destroyer main battery range is increased by 1.5/3/4.5/6%

On Alert  

  • Added a new effect: Damage Control Party cooldown time is reduced by 4/8/12/15%

Cloudy Daze  

  • Added a new effect: Engine Boost duration is increased by 2.5/5/7.5/10%

Twist n' Track  

  • Destroyer gun traverse speed is now increased by 0.38/0.75/1.13/1.5°/s instead of 0.5/1/1.5/2°/s. 

Perceptive  

  • Torpedo detectability range is no longer increased

Ik val aan, volg mij  

  • Each main battery shell, torpedo, or bomb hit by your cruiser resulting in damage now increases subsequent damage to the same ship by 0.2/0.4/0.6/0.8% instead of 0.25/0.5/0.75/1%.  

Fox Flair 

Fox Flair has been both reduced in power and simplified for more consistent results.

  • Radar duration benefit no longer matches remaining Smoke Generator duration but will provide a 50% increase in Radar duration anytime the Radar and Smoke Generator consumables are simultaneously active. 

Legendary Commander Skills 

Air Support 

  • Airstrike cooldown time is now reduced by 1/2/3/4% instead of 1.5/3/4.5/6%. 

Evil Sparks  

  • Armor penetration of your destroyer HE shells is now increased by 75% instead of 50%. 

Equilibrium of Power 

  • Chances of HE shells causing fire are now reduced by 25% instead of 50%. 

Leviathan  

  • Added a new special effect: Incoming damage to your destroyer is reduced by 10%

Commander Base Traits 

Johan Furstner – Minister of the Navy 

  • Fire damage caused by your cruiser shells and bombs is now increased by up to 5% instead of 7%.  

Ships 

South Carolina 

  • Ship HP increased from 29,000 to 35,000. 
  • Main battery firing range increased from 13.1 to 14.25 km
  • Main battery reload time reduced from 30 to 28 seconds
  • Main battery HE shell damage increased from 4,100 to 4,500
  • Main battery HE fire-setting chances increased from 20 to 28%
  • Main battery maximum AP shell damage increased from 8,100 to 8,500
  • Added the Reloader ship trait. 

Knyaz Suvorov 

  • Main battery reload time reduced from 36 to 33 seconds
  • Main battery turret traverse speed increased from 3.2 to 4.0°/s
  • Replaced the Sure Shot and Guns Aplenty ship traits with the Superior AP Damage and Ironclad traits. 

Normandie 

  • Minor armor update: 120 mm ring between guns and barbettes was added. 

Lyon 

  • Minor armor update: 120 mm ring between guns and barbettes was added. 

Graf Zeppelin 

  • Replaced the High Octane Fuel ship trait with Fast Aircraft. 

Permanent Camouflages 

We've added the option to craft the Standard Type permanent camouflage for the following ships: Edinburgh, Implacable, Furious, Delny, Tallinn, Sovetsky Soyuz, Hsienyang, Fushun, Yūgumo, Ibuki, Mogami, Myōkō, Z-46, August von Parseval, Saint-Louis, Alsace, Jutland, Neptune, Gorky, Riga, Dmitri Donskoi, Gadjah Mada, Izumo, Ishizuchi, Roon, and Friedrich der Große. 

Aircraft Carrier Spawn Points 

Aircraft carriers now have only one centralized spawn point per team in Versus AI and Standard Battles on these maps: Sea of Fortune, Tears of the Desert, Polar, Islands, Mountain Range, Shatter, Trident, and Neighbors.
